Group Tour Minimum Numbers: If It Is Not Reached
A departure that might not run can strand your leave, so ask before you pay.
A group tour needs a minimum number of travellers to run. A confirmed departure runs regardless, and a conditional one runs only if enough people book. Ask which you are buying and when you will know, before you pay a deposit or buy flights.
What is a minimum number?
Group prices work because fixed costs are shared across the seats. The operator sets the smallest group that makes the departure pay. If fewer people book, the operator may cancel, change the date or offer an alternative.
The minimum is not hidden to cheat you. It is how the price is made possible. The problem comes when it is buried in the terms and you learn about it late.
Confirmed or conditional?
| Type | What it means | What to ask |
|---|---|---|
| Confirmed departure | Runs whatever the numbers | Is that in writing? |
| Conditional departure | Runs only if enough book | What is the cut-off date? |
A confirmed departure carries less risk for you. A conditional one may carry a lower price but a real chance of change. For someone with fixed leave, the first is easier to plan around.
What should you ask before paying a deposit?
Send these questions in writing.
- Is this departure confirmed or conditional?
- What is the minimum number, and by what date will you decide?
- If the group does not run, do I get a refund, another date or a private version?
- How long does a refund take?
- What are the cancellation terms if I withdraw?
Keep the answers. They are your protection if the plan changes.
What about your flights?
Flights are the part that can strand you. A cancelled tour does not usually refund a flight you bought yourself. If you must buy early because of a fare, understand that the risk is yours.
A safer order is to wait for the confirmation date, then buy. If the date is too late for a good fare, weigh the saving against the risk of a wasted ticket. Also check entry rules from official sources, which our guide on checking Vietnam entry rules explains.
Who should be careful?
Seniors and anyone with fixed leave should be careful. A cancelled departure can leave you with no trip and no leave to spare. Couples on a budget are tempted by lower conditional prices, so compare them against a confirmed one.
Solo travellers face the same minimums, and the single supplement as well. Read solo traveller single supplements if that is you.
How do you check the operator?
Ask for the licence and the company name on the payment account. MOTAC’s homepage links to a travel agency check1. For a Vietnam operator, ask for the licence number and the terms in writing.
Put your answers into the package inclusion comparator and read what to include in a package enquiry. For the bigger comparison, see private vs group tour cost and Costs and package value.

Common questions
What is a minimum number on a group tour?
It is the smallest group the operator needs to run the departure. If fewer people book, the operator may cancel or change the date. The minimum is how a group price is made possible, so it appears on most group departures, though it may be hidden in the terms.
What is the difference between confirmed and conditional departures?
A confirmed departure will run regardless of numbers, with the operator absorbing the risk. A conditional departure runs only if enough people book by a cut-off date. Ask which type you are buying, and get it in writing before paying anything.
What should I do about flights?
Do not buy non-refundable flights until the departure is confirmed. If you must buy early because of a fare, understand that a cancelled tour does not usually refund your flight. Fixed leave makes this more important, so ask for the confirmation date first.
What are my options if the group does not run?
Ask in advance. Common options are a refund, a move to another departure or a private version of the same route at a new price. Each has a cost to you, so ask which the operator offers and how fast they decide.
How do I check the operator is real?
Ask for the licence and the company name on the payment account. MOTAC's homepage links to a travel agency check. For a Vietnam operator, ask for the licence number and a written itinerary and terms.
